1947 saw India gained Independence and 1947 also saw the birth in Lucena City of Hon. Alleray, Philippine’s next Ambassador designate to India. 25 years later or in 1972 this gentlemen graduated from the Lyceum of the Philippines with B.S. degree in Bachelor of Arts and Foreign service. Finally he graduated in Political science from UST.
His last Ambassadorial posting was in Caracas, Venezuela from year 2002 to2008, and prior to that in Havana, Caracas from the year 1996 to 1999.
His experiences at Brussels and Teheran from the year 1979 to 1988 has proven that he is a man of great experience. He represented Philippines at UN from the year 1992 to 1996. He has attended numerous international conferences and seminars crossing the world at Berlin, Bangkok, Luxembourg, Dusseldorf, Berlin, Kingston, Seoul, Beijing, Tokyo and more. He was Special Presidential Representative to the Inaugural Ceremonies of the Presidents of the Dominican Republic and Venezuela, Santo Domingo (1996) and Caracas (1999), respectively. His assignment also included as being a member of the Philippine Delegation to the Second Foreign Ministers’ Meeting of the Forum for East Asia and Latin-America Cooperation (FEALAC), Manila, January 2004. He too was given an assignment as Philippine Representative to the Latin American Forum on Migration and Development, Cuenca, Ecuador, April 2008.
His present posting is as Assistant Secretary, Office of Asian and Pacific Affairs (ASPAC), DFA, Manila. He will be flying to New Delhi soon, possibly in the next few weeks, subject to protocol and legal concerns.
